Drill TINY holes and use straightened fish hooks.... Not always doable with plugs which are completely stuck though. You'll probably have to go at it with a dremel and a drill/cut out material until enough has been removed that you can pull the rest out with small wood screws. There are a lot of ways to get this done, they all require patience.
