The TPS is a wear component. It consists of the IDL switch and a potentiometer. Throttle response with a new one would most likely be better than you'll see with a used one. It is however just a trim sensor, it's not going to cause significant problems if you do go with a used one.

Have you actually taken off the TPS and tested the switch when the TPS is certain to be at full stop?
