Yes, the speedometer cable for the MKIII may be lubricated. It's a multi-piece cable with 2 or 3 segments depending on the vehicle's equipment. You may lubricate the cables with a thin motor oil, a good yet thin molybdenum oil or a PTFE liquid lubricant ('dry' teflon lubricants which apply as a liquid but then dry to leave the teflon are fine). Use a TINY funnel to pour it into each segment casing and if possible turn the cable within as you pour... It's helpful to have an assistant. You do need to remove the instrument cluster to get to the upper cable segment; I don't have the time right now to give you a write-up, hopefully someone else will step in. I recommend you do this job yourself; If your mechanic is making it sound like such a horrible job he probably doesn't want the job and if you insist he'll insist on charging you out the nose. I'd probably charge $50, maybe $60 to do it. There's also the fact that you're likely to end up replacing the cable in the next year or so now that it's making noise.
The speedometer itself is seldom the issue.
