Agreed, the diagnostic check needs to be done to see what codes are being shown up if any. (That said, the mechanic really should finish the job, if it won't do over 20mph it obviously isn't "done")

To be honest though I'd perhaps consider changing shops if he considers that to be fixed

If you can do the diagnostic check & report back the codes we'll have a stab at getting it purring... This link should show how to do the diag check

The "SST" is just a piece of wire/paperclip or similar to connect the Te1 and E1 pins in the diag socket by the way, no need to buy one!
