Here in Calif. you can only replace the motor with one that was offered for that model. You can go newer year (89 car, 91 motor). 7mge N/A to 7mgte turbo is OK.

Going to a different type motor might get by the smog test guy,
if it runs really good,
everything looks like factory under the hood,
(remove any stickers that give engine ID, like 7mge, etc.)
no check light on or codes,
timing set to original spec (10* ?),
all hoses properly connected,
new gas cap,
egr in place and working
evap system in place and working,
and it passes the tailpipe test.
