Well...I'll tell you what I tell all....take the car, before buying it, to your honest mechanic for a good look-over. It will be worth the check out fee. He/she can give you an itemized receipt with the needed repairs ($$).
You can then decide if its worth your $$, and the cost to get it in a safe and driveable condition. Also you can use the receipt to barter with the seller for a lower price.
PS. If you will need a smog certificate, after the once-over, and it seems like you will be purchasing it, then have a smog "pre-check" done. Because if it needs an O2, or cat converter, or AFM, TPS, ISC, or other parts and labor, it just may not be worth buying.
