Fair price?, & a couple other questions

Hey everyone, newbie here. I'm looking at an 89 Supra turbo and have a few questions. It's on 2nd owner, been garaged since day one, targa top, auto, TEMS suspension (what does that mean?) no body damage, etc. This thing is immaculate and everything works, he's asking $3450. Is this a fair price? Seems reasonable even though it does have 142K miles on it. The current owner has had it for 10 years and runs synthetic oil in the engine. He bought it with 89K miles. No, the head gasket has not been replaced, but I am aware of that issue. Do these cars come with a limited slip differential, how to check? Thanks for all your help in advance, and a great site! PS, turbo boosts to 1/2 way between the 8 and the line below that, I'm guessing 6psi so that is ok, right?
