That would be like banning people just because they have not been active.
On every site I have ever been on, most of the members on the entire list are not really active.
Some members are also very "quiet" and never say anything.
On this one forum, the people who posted would know each other (or of each other), but they may not be aware that there are some that just read and don't post. And so the lurkers know the posters, but not the other way around. And the posters are not even aware of how much the lurkers could know about them. (Some do volunteer lots of personal info on forums.)
This one guy on another forum posted once to a poll. He said he is new here. I replied that he could not be too new since he has been around for quite some time. He replied "I am just shy I guess."
I went to check his user profile and it said he was just on as of a couple hours ago as of two days ago. The only two times he ever posted were in the same day and that was a year ago.
I have also sold to people who don't post but only read.
Some are not as vocal as others, I guess. And some are just long gone. And some will return.
But I won't/can't kick those guys out because they are quiet/or not active enough.
I know for my forum on CBR 900RR's, I have not posted in over 6 months. But they wont let me go over that. lol
