Starter problemo

Ok. Well, the ignition and the starter both get power. But the ignition still wont even attempt to start the engine. I think maybe its the RELAY somewhere. Becasue I hear no clicking whatso ever from the lower kick panel fuses/relays. So I dont think its the security system. We tried connecting the two starter wires and nothing turned over.

This is really starting to piss me off. The installers think its the car and my mechanic thinks its the security system. Toyota is a last resort. Anyone have any ideas?

Anyone know where the ignition/starter relays are?
