Instument Cluster and Back lights don't turn on!

When I turn on my lights the instrument cluster does not light up, neither do the back lights (so can't drive at night). The brake lights do work. I just noticed that when I press down on the brake peddal an "icon" on the instument cluster light up! It's a pic of the rear of the car with lines on it. I've checked all fuses, good. Have checked the relay (w/out power), seems okay.

Does anyone have any ideas, any help would be great! Tired of not being able to drive at night.
