well, its awfully hard to say what its worth sight unseen. Its also a matter of how much he is willing to part with it for, and how much your willing to pay for it. Most sellers arent gonna cut their price in half. It really depends on how motivated he is to sell it, how long its been for sale, and what other cars there are in the same market for less money.
I would offer him maybe 1200 and see if he goes for it. Be firm and be willing to walk away. If he just simply dismisses your offer and seems insulted, just say something like..."well, these turbo Supra's are notorious for BHG's and I need to leave room in my budget for repairs...I'll make my offer $1300 but thats as high as Im willing to go, here is my number, think about it and get back to me."
If he calls you back, he may make a counter offer, but if I were you I would say right off the bat that your at the limit of your budget for that particular car. If you get it, great. If not, it wasnt meant to happen and there will be other cars.
For 2k you should be able to pick up a very decent Supra
