yes, that is the Mass Air Flow meter otherwise knnown as the MAF. you need to unscrew that from the body. Normally then you can just push everything back far enough to get the filter out. However, on old rubber hoses, sometimes you cause them to split when you do this.
I would recommend undoing the clamp that holds the hose onto the throttle body, pull that back off the TB. Now you have room to get your filter out. I highly recommend getting a cone filter and MAF adapter. They breath better, look better, and are washable/reusable. You dont need to spend a fortune on one either (K&N), as I have been very happy with the one I got from Autozone for around $12.
