when you say you tested it what do you mean? you hooked it straight to power? As far as the Wiper control box its located under the right side kick panel. You have to take out the 3 screws that hold the bottom of the glove box cover in place. Then take out your door sill "kick" plate, now remove the 1 nut on the kick panel and pull it back towards the back of the car.
Inside there you will find a panel that has a couple relays and breaker. Your wiper control unit is in there as well as the relay for the rear wiper motor.
