This is straight out of the toyota shop manual 10 degrees before top dead center. While shorting out the T and E1 pins on the check engine connector or else you will get a spark advance.so he told you right 10 degrees is a good bet. Just remember before you time it short those pins or you wont get it right at all. If that doesnt help you probably got a problem with you spark advance inside your distributor then you will have to check the air gap on the Ne, G1, and G2 positions if they are off it will knock off your timeing as well. the gap should be .008 - .016 of an inch or .2 - .4 mm if you like metric.
