I suspect the hole that has a threaded plug in it had something threaded into it at the factory. Why else to spend $$$ threading it??
While the other hole was simply a drilled hole to access a galley, or tie in 2 passages.
Machining blocks is a complicated affair. And then imagine an assembly line. So they have to do it as efficiently and quickly as possible.
