I then restart the car and it will either idle back to normal or idle like shit for a little bit and then return to normal idle. I did a self diagnostic and code 14 popped up. Code 14 is IGNITION SIGNAL. Anyone have any ideas?? I just want to fix this issue. I dont know if it only happens at high speeds because I drove the car at 140 mph on the highway for about 15 min straight and the problem did not occur. The car ran perfectly. IF ANYONE HAS HAD THIS PROBLEM PLEASE LET ME KNOW.

Driving at 140 will bust up any motor. The OBD I is kinda stupid. The computer can only diagnose what it knows. if its something the computer can't compensate for then nothing that the computer will tell you will make sense. It sounds like the engine is either running to rich or to lean. If you loose power intermittently while your driving too it might be an ignition problem. With the code there you should do some multimeter testing on your ignition components and such to see if they are within specs. Fuel pressure regulators can be halfway broken as well. Perhaps the spring is sticking open and not closing when you come to an idle. The codes aren't always right either so keep that in mind.
I'm willing to agree with both those other guys though. 140 and you didn't brake something, warp your head, or get pulled over?! Where do you live maybe i need to move out there!
