Does any one know why my walbro fuel pump has a 12 volt wire in?

Also the fuel pump housing bracket that goes into the tank. My lines were kinked so I bought a toyota oem and it has an extra piggy back on the reverse side inside the tank. Toyota can not explain it to me in the least, nor is it covered in my tsrm.
