It could be as simple as a vacuum leak. Are they running an oem ecu and the oem maf?

I prefer to cut them instead of rolling them (less effect/warping on the fender), but likely yes. Also likely they've got non-oem springs (i.e. the car is lowered). One other way to fix it would be to reinstall oem springs.

Be sure to do a
compression test on the engine. Ideally, the test drive should be done by an experienced Mkiv Supra TT owner - someone that is intimately familar with it's performance characteristics. Other than that, a standard overall check by an objective mechanic (i.e.
your mechanic, not one affiliated with the seller) is a good idea.
