Its coolant...when you turned off the car a combination of pressures in the cooling system along with the cooling of the metal(shrinking) sucked in the coolant. So what you have is a bunch of coolant in the space that is supposed to be filled with compressible air. If you take the plugs out one will be full of fluid and you will be able to turn the engine over. If you dont have a means of getting the vehicle home you could PROBABLY, though I wouldnt. Crank the car until the fluid comes out or even drive it with one plug out. I personally would pay a tow truck to get it home or to a shop and have them fix it.
