lol ill translate that. our 7ms have a long stroke, makeing the rev limit low. a engine like that of, say a honda, has a short stroke, allowing a higher rpm range.
what he wants to do is make the stroke on the 7m shorter to allow a higher rmp range. this will comprimise torque, but i dont think it will hurt it that much as the 7m is a torq monster because of the long stroke.
