Usually if it's a flood-damaged car, then it will have intermittent or persistant electrical problems. If you can drive it around for a day or so, and all of the electronics keep working perfectly, you can be pretty confident it hasn't been flood-damaged. Just mho, ymmv.
Oh, and be sure to get it checked out top to bottom by a qualified (independent) mechanic. If you can't find a shop that specializes in Mkiv Supra TTs, then take it to Toyota for the pre-purchase inspection.
