The ECU raises the idle when the AC button is in the on position. Since your ac compressor is not running (to load the engine and lower the idle), then the idle will stay high.

Since you don't use the ac, try to get that ac button to turn off, or pull it out of the dash and unplug the harness to it.

Also, the power steering has a vacuum line to a valve on the back of the pump. This is to raise the rpm when turning during idle (parking lots, driveways, etc). You may have not hooked it back up, thus creating a vacuum leak, which will cause the engine to idle high.
