Buying and selling cars

I was thinking of buying 2 or 3 cars thats got some problems, and turn around after their fixed and sell them. I wanted to know if this is legal or illegal with out a dealers license. I was trying to find information on this. does anyone know for sure. My friend has 2 beaters one a galant that needs a transmission, the other a honda with the same problem. He was going to sell them to me for $600 for both because they just sit. So maybe fix them both up and make a profit. So then I thought maybe not just his but some other people I know are getting rid of there junk cars, and make it to where I can get a little extra money. So does anyone know if you can sell cars after their fixed without a dealer license. If you can How many cars can you sell a year before you would be penalized or have to get a dealer licenses.
