the 2jzge is the non turbo
i'm not sure of going prices for non turbo mk4's there but surely it's not that cheap?
there are turbo kits and manifolds you can buy to turbo it... just gotta tap in oil feeds and returns for the turbo etc
anyone else wanna chime in?
