Have you taken apart the cable at all? If you take the cable off the transmission and try to spin it, if it is locked up or is really hard to turn and it doesn't move the speedo, then it needs to be replaced. Do the same thing to the long side of the cable, remove the short side and try to spin the line.
When I got my car the speedo cable didn't work, but I could hear it squeek where it broke, right behind the speedometer. I ordered the new cable from Champion Toyota and when I replaced it it still didn't work, because the second part of the cable broke as well, so after a few more days I got the second part and my speedo has work perfectly.
