Offset is the measure of distance the mating surface of the hub is from the center of the wheel's width (distance between outside (face) of wheel and the inside edge of the wheel). Offset is typically measured in mm, and a + offset means the hub is closer to the face of the wheel, and a - offset means the hub is closer to the inside of the wheel. Most aftermarket wheels you buy will need to have about a +35 to +40 offset (I believe that is for 8" wide wheels- Wider wheels should have a lower offset).
