Yes. Sounds like bad fuel. Water is a good guess.
Take the cold start injector banjo fitting off and then put the fitting into a glass jar (pickle jar?).
Have someone crank the engine over while you fill the jar with fuel.
Leave the jar set over night with a lid on it. If there is water in the fuel, it will seperate and be on the bottom of the jar.
If you see more than a tiny bit, like 1/8", then there's your problem.
You'll have to siphon out the fuel and put in some new fuel.
If no water in jar, then you may have other troubles.
Like.........if no fuel came out into the jar in the first place, then the fuel pump is not working. etc etc.
