The best coarse of action would be to remove the tires, and have them sandblasted and finally powercoated.

But if you don't feel like doing all that, I would just sand it and strip the existing paint off. Primer, paint, then clear coat.

As for paint, I would look into high temp primer, high temp paint, and high temp clear coat.
