car wont turn over, please help!!

i don't know exactly what you mean by the pully. but whne i pull at the belt it moves the fan also. i was told that if an engine is seized then the fan woudn't be able to move at all if you move it with the belt. Is this true or not? the only reason i ask is that i have friends that know about cars back home in california that say this, also the people i have talk ed to about this up here say the same thing.

also i have noticed that my battery light did come on. I was given the car by my parents and talked to my father about what has happen. he says that he has always had to put a bigger battery than what it calls for because it's ajuice hog. I am gonna try and test the volt on the battery tommarow to see if that's the case. otherwise i was told it could be the nuetral starter relay or the starter itself, even though it clicks(only once) then buzzes slightly.
