Default Odd cooling leak

The other night, I had (luckily) just pulled into my driveway when I was confronted with steam blowing out from under my MKIII, on the right side. Best I can tell so far, it's from a rubber boot that covers a tube end coming out of the block back between the turbo and the firewall. Same thing blew 5 years ago. What the heck is that thing? . . .. seems like a weird design to have a rubber booted stub like that. Are there any better solutions to just replacing that boot?
