Honestly, not much at all for most of the components. Lots of mkiv owners in the US have torn everything off (eg EGR valve, egr pipe, vsv, etc.) as part of their single turbo install. ...
BUT, there are two parts that you will have difficulty with:
1) The US-spec cylinder head: It has a hole drilled from the #6 exhaust runner to the backside of the head and then another hole drilled towards the front of the head to beside the #6 intake runner. It also has several threaded bolt holes for the EGR plate that goes over the back of the head to route the exhaust gas to the intake runner hole. Lastly, there are two threaded stud holes for the EGR mount on the intake runners.
2) Used us-spec lower intake runners are rare, since they're often used to construct aftermarket intake plenums.
Without all of this, building the EGR will be somewhat difficult.
I'll end my post with some (hopefully) good news for you: As long as you're not in California, you should be able to pass a tailpipe smog test without an EGR system (as long as you have the oem catalytic converters in your downpipe and exhaust). Hopefully NY does not require a visual inspection of oem components.
