I was thinking that it might have something to do with the smaller injectors in the jdm models or maybe my second turbo is pouched (I really hope that its not). The car is completely stock except for a turbo timer and has just less than 40,000 original km's. Any help on this issue would be greatly appreciated.

I'd suggest starting with a boost leak check. They symptoms you describe may be caused by a split pipe or a leaking clamp in the charge-air system or (for example) the vacuum hose going to the fuel pressure regulator. Under pressure, the split/leak opens up, either reducing the air pressure in the manifold or changing the fuel pressure. The next most likely cause is a problem in the sequential turbo control system, which is a series of vsvs and actuators. Step-by-step troubleshooting guides are available in the TSRM.
