Turbo Problem on Stock 94 Supra

I have a problem with my #1 turbo that started occurring only sometimes but now is a problem that wont go away. No matter what gear I'm in when I step on the gas, my #1 turbo starts spinning normally with normal power but almost at exactly 3000 rpm is just stops way before #2 turbo starts. It almost seems like it completly stops at 3000 rpm with huge power lose but may start spinning back up a little between 3000 and 3800 rpms. Above 4000 rpms it seems like both turbo are back online like they should be. Any ideas what this could be or where I should start to troubleshoot this issue?
