However, several aftermarket manufacturers that make headers and exhaust parts have made "50 State legal" parts, so I'd say it's possible. If you do get one, make sure it has a CARB label on it or a CARB placard to put in plain view (like K&N Intakes do) so the smog tech won't fail you in the visual inspection
