Moving this to the MKIV section where it belongs....
After you reconnect the battery do the lights come right back on or do they then remain off? If the come back on I'd start with testing the switch; If not I'd start with the relay. I'm not terribly familiar with the MKIV's electrical system so if there's more to this hopefully one of the folks in the MKIV section will chime in.
