welcome to the forum... obviously you have a 7mgte... with intake and exhaust you can boost about 11-12psi without hitting fuel cut... probly run 10psi would really be better
are you auto or manual... autos generally boost less than a manual... also 4 on the stock gauge is not measuring in psi... it's inhg or something lol
are you looking at the stock gauge or have you got an aftermarket one?
if it's aftermarket and reading psi it should say on there what measurement... if it is stopping at 4 and it reads psi then yes
many things can cause low boost
