Usually they're used out of ignorance... people make them because people buy them. It's simple. There's a LOT of info on the procedure and what the negative indications of doing this are and how to avoid them (although it's not worth the bother, just leave it there and make sure it's functioning properly).
The short and sweet of it is that EGR reduces chamber temps (GOOD), increases mileage (GOOD), reduces knock (GOOD) and doesn't affect your power at WOT (no difference here except that your cylinders are cooler when first stomp on it). Vehicles without this equipment are tuned to run richer to compensate for the higher engine temps.
There's no point to this unless you're running the engine in a dedicated track car with certain requirements.
