The first think I would look for are vacume leaks around the manifold. A lot of those vacume hoses are going to be old/cracked, so you might just go to your local autoparts store and get 15' of various size vacume hose and replace them all one by one.
The other thing you might look at is the coolant temperature sensor. The sensor might think the engine is always cold and leave the idle at the higher rpm level...
