Exclamation Timing/CPS = ?No start?

Sorry Cre, didn't realize I was posting in the FAQ before. So I made my question on the appropriate section..

~MY QUESTION BELOW~
Can the CPS cause a no start if it is not lined up as shown above?? To dive into more detail to the no start I am talking about. I mean cause it to do everything except turn over.. you know.. That point when your car is trying and trying and trying to kick over but, just keeps trying.. Ends up with nothing.. That moment right before starting..

Again, CAN the CPS not being lined up as shown above cause it to not turn over..?
