Yes u are getting bad info only thing controlling your fuel pump is a relay. I'll let in on a Lil secret first if all give it a tune up plugs, oil, fuel filter, air filter then buy some PURE acetone from your parts store. Put half a gallon in with half a tank of premium gas. Drive it around a Lil bit then test if ya don't pass use more. I've seen it work on cars without catalytic converters. But never done it on a turboed car.. I'm doin a 1jzgte swap right now in my mkiii this is how ill pass due to it not having emission system on it.... but I live in Utah its just a Lil sniffer in the exhaust for a few mins. But im sure this will work for you
