The 24 valve means that the engine has a total of 24 valves, 4 valves per cylinder. The intake and exhaust camshafts each operate 2 valves per cylinder. The "3000" marking states that this is a 3000cc engine (it actually doesn't displace a full 3000cc's, the number is rounded up from 2954, I believe).
IIRC, factory turbo-equipped models do not say "24 Valve" or "3000" on the valve covers whereas the N/A models do. This would leave me to believe the 89 Supra you are looking at buying is a non-turbo model. Some simple snooping around under the hood should confirm this, you can't miss the turbo...
