Unfortunately (or fortunately, depending the perspective) I haven't had any problem with my seatbelts. In general, I'd suggest disassembly, and cleaning/lubrication. If that doesn't fix it, you may be taking a trip to a Toyota dealership (or a junkyard searching for this rare car) for replacement parts.
Also, here's my standard promotion of the Toyota Supra Repair Manual, which likely has troubleshooting steps for the seatbelt. If you plan to do work on your Supra, you need to get your copy...please trust that it will pay for itself many times over.
