No, the GE intake does indeed flow better, especially at low velocities. The ACIS system modulated the harmonics of the incoming airflow for a more even torque curve across the RPM range.

Now most (probably including Toyota) don't feel it is worth the swap as the GTE reaches load levels beyond the effective load levels of the ACIS system (that's what the system is called).

The modulated portion of the system aside, yes, it would flow more evenly under most circumstances. Although there are some things I would rework.
