I'm not going to go out on a limb and say that this is incorrect because I can't make sense of the wiring diagrams, but I am about 95% sure that the fuel pump will only kick on while the engine is cranking, not by just putting the key in the "On" position (unless the proper terminals in the diagnostic box are bridged for testing purposes).
