This was one of the first things I had to fix on my Supra 15 years ago. It involves taking out the lock cylinder. Underneath the electrical wheather cover there is a quarter moon shaped piece of copper that becomes detached from the plastic rivet locating pin. In other words when you turn the key the copper quarter moon shaped piece doesn't move so the alarm is not disarmed. Repair by carefully doming over the protruding white plastic locating pin through the copper quarter moon shaped piece to retain it. There's not much of the soft plastic to work with so use something like the tip of a small screwdriver but don't overdo it or you will have to get another lock cylinder. Reassemble and it should work after that.
