If it's hanging around 2KRPM then inspect the dashpot and the short hose and filter at the end of the hose.
If you swapped the GTE over with the GTE ECU that GTE tach should work fine.... the only tach which wouldn't work would be a GE tach. I've posted a picture which shows how to convert a GE tach to a GTE tach and vice versa.
