No not true. it is for an increased torque curve at low rpm, and max power at high rpm
If ur after power alone then prob not worth time! Cuz it does not drop right in. But if ur after reliability the the jz is def. the way to go.
As far as the swap itself u will need a 1jz oil pan about $500 and a US spec harness if it is a jdm jz. And depending on the year of ur mkiii u may need custom mounts. At about $250. Plus always add about $500 to the build for misc stuff that comes up. Hopefully the engine has ecu, igniter, map sensor, and all other goodies with it or it wil cost quite a bit more.
If u are planning on throwing a turbo on the ge eventually then for sure go with the jz. And u will have a reliable beast!
Wiring is not that hard to do if u kno how to solder and read a wire diagram. a total of 4 plugs and about 20 wires roughly is all is needed but it won't plug right in.
