Those bolts on your fuel rail are banjo fittings and they will let fuel pass no matter what direction the hole is facing so that isn't your problem... U said the timing was good, but are you 100% sure it is good? Did you set your timing with the #1 piston on TDC (Top Dead Center)? If you did, make sure you set it on the compression stroke and not the exhaust stroke. It sounds to me like you may have your timing set 180 degrees off. This would explain why your car turns over a couple times then stops. I hope I have helped you out.
