You won't be able to get the numbers you want unless you force some air into it or use a LOT of nitrous. The engine can be built up, but the expense would be so very high and you would have to be using race fuel with the amount of compression necessary to get the higher HP rating. I think all the really powerful guys are using turbo charging.
There seems to be a lot of options in that area and the horsepower rating can really go up with that arrangement. Noise is a product of power. If you want that air rushing in to make more power, you have to let it out and it can get loud, even though the turbo really does quieten down the exhaust noise.
If you can, it would be interesting to go to a drag race where they run some of the smaller cars and see how loud they are and what they have to do to get that power. You can make a strong engine that is streetable though and a lot of people in here know how to do it or can point you in the right direction.
