I'm not sure on the steering free-play, but for the fluid you will use Dexron II (if you can find it). Dexron III is supposed to be compatible, I've read some problems people have had with it foaming up, but I haven't experienced this personally in the 3 working supra's I've had.

As for the TEMS, I wonder if someone changed out the gauge cluster....


You can hear if the actuators are working, you should hear them all move when you press the buttons no the center console (key must be on). But with a 20+ year old suspension (more than likely the TEMS struts are OEM), you're probably not going to notice a difference in the suspension even if they do work.
